ST. PETERSBURG —
A St. Petersburg police officer is temporarily suspended for using excessive force on a woman being arrested.
Surveillance video from April 13th at the Pinellas County Jail shows Officer Christopher Goodwin arresting Debra Liebrock for disorderly intoxication and trespassing.
The video then shows Officer Goodwin trying to bring Liebrock into the jail but when she gets out of the cruiser, she sits down and at one point even lies down.
Goodwin, a 22-year veteran of the force, was suspended for four days for the incident.
After an internal investigation officials decided the officer used excessive force and should have gotten help to take her inside.
Leibrock has a criminal record dating back more than a decade. Her last arrest happened just last week where she was charged with disorderly intoxication.
Bay News 9 went to several addresses noted in Liebrock’s arrest report hoping to find her to get her reaction.
Neighbors said they either didn’t know her or she had moved.
As for the review board that conducted the investigation, they found Goodwin did everything right throughout the arrest up until he dragged her to the jail.
Goodwin told them he was sorry not only for what he did but also for any embarrassment it might bring the department.
In the end, the board found Goodwin violated three procedures, including using excessive force, conduct unbecoming an officer, and improper conduct on the job.
Goodwin also admitted he knew there were other options for dealing with a passive resistant prisoner.

Very True Tibs, especially in October, what with Halloween going on,
Some of those folks are Just Pretending to be cops.
Actually when I think about it I can easily generalize bad cops as bad.
Unfortunately the good cops get tossed in with the bad ones & I’ll tell
ya why. Lets say a bad cop loses his temper, like this pos did and a good
cop is also there to witness what actually took place. Does the good cop:
1) Write a report that agrees with what the bad cop says in his report? or:
2) Write a report that disagrees with what the bad cop did, thus endangering
the case the bad cop has brought forward & also mebbe getting the bad cop
in trouble? And also at the same time being ostracized by the other bad cops
he hasta work with every day, & mebbe taking a bullet for his Not lying for his brother officer?
Unfortunately at this point most good cops must pick the 2nd choice. I happen to know that is why
cops stick together like glue, especially when a situation become one of "Us (cops) vs Them (everyone else)
For this reason I feel that eventually if not sooner, good cops will either
A) Become much like their bad cop bro’s
B) Not receive the back-up they need to survive (from a bad cop)
C) Quit the police force in order to preserve their own personal sense of right vs wrong
I have met several so-called good cops who did quit the popo, due to this very set of circumstances

well said, you shifted my view, being a serviceman I have high hopes for all to be good guys. But I know it is not true, but that never drug me down to their level…just made my job being the good guy harder :horns up
but yeah cops mostly suck, they for the most part have not been trialed by fire and bound by blood.
